Judge Spanagel was elected to the Parma Municipal Court in 1987. He is a frequent contributor to CLE programs for numerous organizations, including the Ohio Judicial College, theOhio State, Cleveland, Cuyahoga County, and Parma Bar Associations; Ohio CLE Institute, Academy of Continuing Legal Education, as well as school programs and the Cleveland Bar Association’s "Peoples Law School".

While president of the Parma Bar Association, Judge Spanagel received the Ohio State Bar Association’s “Award of Merit” for Parma Bar Association Activities. He received his B.S. degree from Northwestern University and his J.D. degree from Case Western Reserve University School of Law.

Judge Spanagel is a member of the Ohio State Bar Association (Judicial Administration; and Legal Reform Committee, Council of Delegates, Traffic Law Committee past-chair); Cuyahoga County Bar Association; Parma Bar Association (trustee, past president), Cleveland Bar Association, Ohio Traffic Rules Review Commission Sub-Committee on the Multi-Count Uniform Traffic Ticket (MUTT), Ohio State Bar Foundation – fellow. He is the First vice President of the Association of Municipal/County Court Judges of Ohio, and will be its President in 2008, as well as serving as Editor of their Association Publication, The Chronicle.

Judge Spanagel is also a trained mediator in the Government Assistance Program (GAP).
